Skyrim xbox 360 hidden chests

The hidden chest glitch under the Skyforge wont refill. I know it should refill every 48 hours which i have waited. My brother said try it at 2 o'clock which i did and he is confused to. i waited 2 pm and 2 am but it doesn't refill.
